Tobal n ° 1 se déroule en 2027 sur une planète fictive appelée Tobal, qui possède d'importants gisements de Molmoran, un minerai pouvant être utilisé comme source d'énergie. Le 98e tournoi de la planète est organisé pour déterminer qui a les droits sur le minerai.
Un certain nombre d'humains et d'extraterrestres se disputent le titre. L'intrigue du jeu et les histoires de personnages ne sont explorées que dans le manuel d'instructions. Tous les huit personnages jouables initiaux reçoivent la même fin.
