Parent Game: "Skeet Shooter", published in the "75 Spill Datatronic" compilation. This was a modification of the code originally published in the book Commodore 64 - Fun and Games vol. 2, published by Warner Books in 1984. The book credits a person named Bob Carr for the game. In this case an unknown developer changed things enough to legally republish and made the game slightly more frustrating to play in the process. For a better clay shooting experience try Summer Games or Hyper Sports.
