On Battle (top left) or Practice (bottom left) modes, hold L & R and push left once to reveal the 
hidden course (a theme park).

-Turn Off Power Ups-
During Battle Mode (first option on game title screen)'s course select, hold A, X, L, R and select 
course with B. Keep holding A, X, L, R until the course appears and power up items will cease to 
appear.
